Get benefits from other platforms - he has his food channel also this food channel helps him to reach an audience on youtube as well. and this is true that people come from youtube to your Instagram account.
Instagram Ads - Ads are the easiest and the best way to get fast results, I mean Instagram followers and engagements (likes, comments, and shares). He does not use Instagram ads at all. He just run 3 days ad with a minimum budget. So I can say all the users he has right now are organic. This means no doubt Instagram ads are the best option but might be you don’t require them at all so, think before taking the decision of running ads.
